I believe the main target for those indirect negotiations is to come out with an agreed upon agenda for the direct negotiations.
Every time Palestinians accept to start negotiations, Israelis start putting obstacles to avoid going through that embracing phase of negations where they have to give something to the Palestinians, things like starting new settlements in the occupied lands, excluding Jerusalem as a negotiations subject, refusing to negotiate Palestinians right for return,…….
Israelis believe that the present situation is the best for them: they are in control and they will lose land if negotiations start.
This government is buying time till some new government comes and take that burden of negotiations on its shoulders.
