    Anyone know what year they started the negotiations of the peace treaties in BC and NWT? Was it 1973?

    Simple answer is… neither BC or the NWT has ever negotiated "peace treaties" as they have never been at war with their First Nations and since neither government is empowered to negotiate any treaties of any kind (that’s the jurisdiction of the Canadian federal government), they’ve not done that either.

    In Canada, it is the Federal government that negotiates "nation to nation" with First Nations to establish agreements over the establishment and implementation of aboriginal governments on First Nations territory.

    "…INAC is one of the federal government departments responsible for meeting the Government of Canada’s obligations and commitments to First Nations, Inuit and Métis and for fulfilling the federal government’s constitutional responsibilities in the North. Many of these responsibilities are defined by the more than 50 laws and regulations that INAC administers.

    INAC negotiates and implements land claim and self-government agreements on behalf of the Government of Canada. The Department is also responsible for fulfilling obligations in historic treaties.

    Strong partnerships among Aboriginal people, governments and the private sector are emerging as we address outstanding land claim and treaty issues and work toward self-government. Land claims and self government agreements achieve the following:

    * greater certainty over rights to land and resources therefore contributing to a positive investment climate and creating greater potential for economic development and growth;

    Brazilian President Lula Da Silva is heading to Russia to engage Russian President Medvedev in talking about not sanctioning Iran. Brazil has advanced a proposal to unblock the Iranian nuclear dossier that is in fact the common view among the BRIC countries (Brazil, Russia, India, China). President Medvedev has warned Iran that President Da Silvas visit is the last chance Iran has before another round of sanctions.

    Has anyone had any luck negotiating a payment plan to pay of a Capital One Credit Card?

    Out of work, I called all my credit card companies and negotiated repayment plans to pay off my balances and reduce my intrest rates. Capitol One will not even talk to me about it. They will not work with me to lower my interest rates or montly payments. Has anyone negotiated a repayment plan with Capitol?

    No.. we tried with Capital One but they would not negotiate with us either. We’re in the process of consolidating our credit card debts through another company. I would ask my wife the specifics but she is asleep right now.

    I’m talking to the Navy and Air Force and initially they don’t want to offer a signing bonus. Is there any competition between them for me? I’ve got a masters degree and going into the medical service corps. I thought they would offer something.

    They cannot negotiate anything. Some are better than others at finding open positions or have some pull in getting you a slot and time frame for your training. They can only offer what the service policy is at the time, and will offer it to everyone. Its there to get people in and they don’t earn anything from saving the money. They offer everything they are allowed up front!

    Ask a lot of questions. The differences will be what duty locations can be associated with which jobs. How much you’ll deploy, what the civilian job market will be when you retire, etc.

    How low should you go when negotiating the price of a home?

    The house is listed at $169,900. It has been on the market for about 200 days and was originally listed at $179,900. It appears to be in good condition (current owner is a carpenter) and looks modern and updated. How low should our first offer be? The current owners have already moved into their new home and now have 2 mortgages.

    this is a buyers ( for those who are qualified, and that is a very small and select pool ) market and it can set for another 200 days

    never feel bad of offering a low price
    it’s not your fault he bought the property at a higher price and now must go lower

    nor should you care

    as housing is not a guaranteed investment as many have now found out

    it’s a house, not a home, see it as that and do not get emotional over any piece of property
